The image is a screenshot of two tweets by Ryan Stiles and Colin Mochrie, two comedians known for their regular appearances on the show Whose Line Is It Anyway?, the gist of which is several comedians are given prompts, and they improvise them to comedic effect.

Ryan tweets, “I think I might run for office. It seems like all you have to do is be good at making shit up. Colin could do my arms for press conferences.”

Colin replies to Ryan, “My arms aren’t American citizens.”

Ryan is joking about the current state of American politics, which are characterized by dishonesty and inconsistency. He is joking that his experience on Whose Line has therefore prepared him for success in that role: he is referring specifically to the recurring Whose Line skit prompt called “Helping Hands,” in which one person cannot use their hands. One of their costars must stand behind them and act as their hands. The person providing the hands can’t see what the first person is doing, which results in a skit that is very silly. Here is an example of Colin acting as (or ”doing”) Ryan’s hands.

Ryan is joking that they could act out “Helping Hands” whenever Ryan has to address the press and the public. Because he finds the current state of American politics to be completely ridiculous, he thinks that doing this goofy thing would not be unlike all the other buffoonery. He is insulting everyone that currently holds an American government office.

However, Colin is not American; he is Canadian. To hold an American government office, you have to be an American citizen. Colin is joking back by pointing out that although he would only be using his arms to help Ryan run for office, he believes his arms, his entire body being a Canadian citizen, would be disqualified.
