The only place I know of Plus Cutie. I myself have trouble finding a well-fitting seifuku (I rly want one tbh) and I’m a conventional medium (maybe large depending on the product). Tbh your est bet as far as quality is concerned is probably a custom made one on Etsy.

Just FYI, Plus Cutie is the sister store of Spree Picky, so their wider variety of seifukus, not just the old pink one and the Sailor Moon ones, can be found on there (examples: here and here). :) They also include custom sizing or maaaaybeee you can probably get into contact w/ someone from @spreepicky and ask for a custom order (ex: if you need a top in a size 2XL but the skirt a different size).
