what she means:  The Wayward Vagabond suffered so much more hardship and stress and violence than any one person should have to endure. His home and lively hood was destroyed by a war he had resigned from. He single-handedly started an enormous rebellion against the Black King and was on the verge of victory when Jack Noir slaughtered everyone in sight before his eyes, leaving him the sole survivor. He then wandered aimlessly and alone through a post apocalyptic Earth for god knows how long until he discovered Can Town, freed Serenity, and made friends with Peregrine Mendicant and Aimless Renegade. He watched John die on his quest bed and he's suffered nightmares due to his war experience and subconsciously blames himself for the death of his allies in the rebellion. One of his only friends was decapitated by Bec Noir, his other friend had to put on the White Queen's ring, and he himself was impaled though the gut by Bec Noir for a chunk of uranium and only barely survived. The Mayor deserves to live out his dream of being a mayor in a democratic utopia where his citizens are safe from tyranny and violence. He deserves to have friends who are alive and love him and treat him with kindness. He deserves to finally be safe from the violence of a game that has terrorized him and murdered his friends. The Mayor deserves to be happy after everything he's gone through.
